| 摘 要： | 西部大开发战略实施五年来,西部地区引进外资占全国比重不升反降,其主要原因在于与其他地区相比,西部地区投资的商务成本高,特别是隐性成本相当高。因此,西部地区必须通过提高政府服务水平,完善市场运行机制,重视构建人力资源优势,提高产业配套能力,改善交通运输条件等手段降低投资者总体运营成本,以提高招商引资的竞争力。

| Abstract: | During the past 5 years since implementing the strategy of exploitation of western region,its achievement for surge in FDI lags far behind that of other regions in China.The main reason is that the business cost,especially the recessive cost is higher than others.Therefore,the western region must play down the total operational cost of investment by improving governmental service,perfecting market operational mechanism,building the advantage of human resource,enhancing the ability of industry matching,improving the traffic condition and so on. |
