盐税为清代国家财政收入的大宗,对封建政治、经济、军事、社会具有重要的意义,所以一直为最高统治者所掌控。但随着国家对基层社会控制力的减弱,盐枭作为一股特殊的群体,正逐渐由隐蔽、散乱、自发走向了公开化、规模化、武装化,成为了与清政府争夺盐业利益的重要力量。

Conflicts and Balance:The Contend for Salt Interest between Qing Dynasty Salt Smugglers and Feudal Regime

Salt tax was a major part of Qing government’s revenue and is of political,economic,military and social importance.So the government had control over it.But with the weakening of the governmental control over grass-roots society,gangs of salt smugglers,as a special group,was gradually made public,large-scaled and armed from the previous secrecy,scatterance and spontaneity and became an important force to rival with Qing government for salt interests.
