| 摘 要： | 地方政府公共事务合作治理能力是地方政府能力研究的新兴课题。国外地方政府公共事务合作治理能力建设积累了可观的经验,对我国具有积极的借鉴价值:提供了改革的新思维与新观念;提供了改革的新方法与新途径。同时,也存在值得辩证反思的地方:正视国外实践面临的诸多问题,注意各国行政生态的差异。

| Abstract: | The capacity of co-governance of local government on public affairs is a new topic.The construction of co-governance capacity of local government on public affairs has accumulated a lot of experience,which can serve as a reference.It offers the new ideas,concepts,and approaches for reform.Meanwhile,there are some issues worthy of reflection:great emphasis should be placed on many problems in the practice of foreign governments and the differences of administrative ecology from country to country. |
