广东省自然保护区发展问题与对策研究

广东省自然保护区总面积107.15万公顷,其中五个国家级自然保护区面积9.78万公顷,42个省级自然保护区面积44.12万公顷,190个市县级自然保护区面积53.25万公顷。初步形成了一个以国家级自然保护区为核心,以省级自然保护区为网络,以市县级自然保护区和自然保护小区为通道的保护类型较齐全、布局较合理、管理较科学,生态效益和社会效益较显著的自然保护区体系。但还存在自然保护区平均面积偏小、区域分布不平衡和管护水平能力亟待提高等问题,因此,推进法治建设,健全自然保护区法规制度;建立健全管理机构,维持自然保护区正常运作;加大资金投入力度,确保自然保护区建设和管理工作需要;加大宣传力度,扩大自然保护区社会影响;加强队伍建设,提高自然保护区员工素质。

Problem and Solution:the Nature Reserve Development of Guangdong Province

The total area of all the nature reserves of is 1,071,500 hectares,including 97,800 hectares of five national-level natural reserves;441,200 hectares of forty-two provincial-level nature reserves;and 532,500 hectares of 190 city/county-level nature reserves.As a result,in this province a tentative nature reserve system is formed,which,having the national-level nature reserves as core,the provincial-level nature reserves as network,the city/county-level nature reserves and many other mini nature reserves as passageway,is characterized with complete protection,reasonable distribution and scientific management,notably producing both ecological and social benefits.However,problems still exist there,such as the over-small nature reserve average size,the uneven regional distribution and the poor ability of management and protection.Therefore,it is suggested that legality be further pushed;laws and regulations be made perfect;management institutions be set up and made perfect to make sure the normal operation of the nature reserves;capital investments be increased to meet the needs of the nature reserve building and management;the momentum of propaganda be reinforced to expand the social impact of nature reserves;and the team building be strengthened to improve the quality of the staff of nature reserves.
