肃顺与晚清吏治

吏治的好坏影响着民心的向背,民心的向背决定着王朝之兴亡、国运之盛衰。乾隆中后期以来,清王朝吏治败坏,腐败丛生,整饬吏治势在必行;咸丰帝即位,肃顺秉政,接连兴起几个大狱,意在抑制腐败;肃顺对吏治的整顿,为清室的"中兴"扫清了道路,提供了条件;肃顺整顿吏治的成效虽然是明显的,但他对官吏的惩处既没有超越法律的规定,与前期同类案的处治相比较也没有从严;吏治腐败已成为王朝的痼疾,肃顺并没有也不可能从根本上澄清晚清吏治。

Administration of officials decides people's support and people's support decides the rise or fall of a nation. When Sushun came into power, he did many things to restrain the bad administration of officials. Although the achievement was outstanding, Sushun's rectification couldn't clear up the bad administration of officials. Corruption had become a chronic disease and couldn't be cleaned up either.
