东亚地区社会保障模式论

研究东亚地区社会保障模式具有本土意义与世界价值。看待东亚国家的社会保障,应当具有历史观与全球视野,社会保障制度模式研究要遵循建制理念与福利文化、需求满足与责任承担、制度结构与发展路径等多个维度。以广义社会保障体系为分析框架的比较研究发现,中、日、韩三个国家的社会保障体系具有较为稳定的地区特色,东亚地区社会保障模式有存在的客观必然性。

Social Security Model of East Asia

This paper maintains that the research on East Asian social security model has significances locally and worldwide.It holds that social security of East Asian countries should be viewed from historical and global perspective,and the study of social security system model should give consideration to the ideas of system building and welfare culture,needs satisfaction and responsibility sharing,as well as institutional structure and development path.On the basis of comparison,this paper uses general social security system as analytical framework,reveals that social security system of China,Japan and Korea has relatively stable regional characteristics,and confirms the existence of East Asian social security model.
