| 摘 要： | 本文界定了南疆铁路的经济学性质 ;给出了南疆铁路组织形式和管理模式变革的几种构想并分析其利弊 ;借鉴国外铁路企业重组中资本结构调整经验 ,探讨了南疆铁路改革的切入点与现实选择 ;总结了南疆铁路陷入困境的实质 ,提出了解决公益性铁路的建设以及铁路从事公益性运输等问题的政策建议

| Abstract: | This paper analyzes the economic character of Nanjiang railway,and then discusses some models of reform and their advantages and disadvantages.Using disposal methods of capital structure in foreign railway restructuring for reference,this paper analyzes the realistic option of reform.The essential of Nanjiang railway's dilemma is summarized,and institutional arrangements concerning commonweal railway's construction and commonweal transportation service are proposed. |
