宏观调控对保持我国经济持续平稳快速增长发挥着极为重要的作用。在“十一五”时期,我国宏观层面一系列经济指标都将发生较大的变化。要使我国经济保持持续平稳快速增长,就必须对不同的经济指标进行具体预测分析,分别判断其所处的警情区间,针对每一个经济指标提出具体的政策建议。“十一五”时期我国宏观调控的着力点与位序应该是:首要着力点是降低失业率水平,主要着力点是缩小收入差距,重要着力点是转变经济增长方式,紧要着力点是保障经济安全,必要着力点是市场价格机制的形成。

The First and the Important Force-Points of China's Macro-adjusting & Control in the 11th Five-Year-Plan Period

Macro-adjusting & control is a sufficient and necessary condition for China's national economy.In the 11th Five-Year-Plan period (2006-2010),there will be big changes in a series of basic indicators of economy.This paper makes concrete forecasting of these economic indicators,judges their warning interval and proposes the macro-policies based on forecasting,and presents the important force-points and their order of China's macro-adjusting & control in the 11th Five-Year-Plan period.The first force-point is to decrease the rate of unemployment,the basic one is to narrow the gap in income among classes,the important one is to transform economic growth method,the urgent one is to strengthen economic safety of China,and the necessary one is to form marketing mechanism of price.
