西部资源富集区新农村建设中的矛盾及其解决对策

西部资源富集农村农民收入低、产业结构不合理、基础设施和社会事业落后、农民组织化程度低、生态环境严重恶化，“国富民穷”，成为这类农村经济发展的基本特征。这主要是由于体制和制度体系不完善，经济发展缺乏有效的组织网络体系，基础薄弱和发展能力不足所致。只有积极推进制度建设，提高组织化程度，增强农村和农民的发展能力，才能从根本上改变现状。

On the Contradiction in New Countryside Construction in Western Resource-Abundant Areas

Low income, unreasonable economic structures, backward infrastructure and social undertakings, low level of farmer organizations, and aggravating eco-system are mainly characterizing the rural economic development in resource abundant areas in west China. This chiefly results from the unreasonable systems and institutions, inefficient organization network for economic development and deficiency of development capacity. This situation can only be improved by actively pushing forward institution construction, raising the degree of organization, and strengthening the capacity for development on the part of the countryside and farmers.
