| Abstract: | There are extremely close connections between the public human resources development and utilization and the ability construction of the human resources. Human capacity building is the precondition of developing and utilizing the public human resources, and the development and utilization of the human resources become motive force of their capacity building. It should advance the ability construction of the public human resources in the development and utilization of the public human resources. |
