城市扩张中失地农民再就业问题调查与思考——以栖霞区西岗街道观悔社区为例

近年来，城市扩张中的失地农民再就业问题被提高的征收补偿所掩盖。征收补偿并不能替代再就业。当前城市扩张中的失地农民再就业不充分、就业质量不高、稳定性差，邵分人再就业困难。原因在于失地农民工作技能、雏权能力缺乏；现有的再就业促进、培训服务不到位。在坚持市场化取向的前提下，应建立分类分层培训体系，完善就业促进服务机制，完善宏观再就业政策。

Investigation and Reflection on Re-employment of Landless Farmers in City Expansion Case Study of GuanMei community,Xigang Sub-district Office,Qixia District

Remployment problem of the landless farmers is concealed by the increased compensation for land appropriation in the process of city expansion. Compensation is not a substitute for re employment. The re employment of landless farmers is flawed by under employment, low quality, poor stability, and re employment difficultly. The reasons lie in the farmers＇ weakness in job skills and safeguarding labor rights, and the ineffective remployment promotion and training service. It is suggested that, based on market orientation, a classified and hierarchical training system be established, employment service system be promoted, and the macro policies of reemployment be improved.
