乡村协商民主:制度化建设困境与推进思路分析

推进乡村协商民主在基层治理中更广泛更深入开展的同时，其制度化建设不可忽视。乡村协商民主的制度化，是其由文本制度的正式确立到切实落实趋于稳定的过程，但是目前乡村协商民主的制度化在制度确立及制度落实两个方面都存在建设困境，推进乡村协商民主制度化建设必须要采取完善文本制度、提升制度意识、推进保障机制和衔接既有制度等措施。

Rural Consultative Democracy: the Analysis on the Dilemma of Institutionalized Construction and the Forward Way

The system construction should not be ignored when promoting extensive and in-depth conduct of the rural consultative democracy in the grass-roots governance. The paper argues that the Institutionalization of rural deliberative democracy is the process from the formal establishment of the text system to the stabilization of the practical implementation. But the institutionalization of consultation democracy in rural areas has its construction dilemma in both system establishment and implementation. We should advance the institutionalization of democratic consultation in rural areas by improving the text system, enhancing the system awareness, promoting the protection mechanism and connecting the existing systems and so on.
