| 摘 要： | 没有创新就没有人类进步。创新求变、与时俱进已成为新时代中国亿万人民的伟大共识。创新虽与文化传统息息相关,但更大程度上是在制度环境和制度演进中得以实现。本文从分析制度何以促进创新的机理入手.对创新的制度安排主体、制度安排的设计原则以及制度安排的实施做了初步研究,探讨了如何通过制度安排促进创新。

| Abstract: | Human beings can not live and improve without innovation. Millions of Chinese have got the common sense about the importance of innovation. Innovation, though somehow influenced by the culture of a nation, is concerned with the institutions of a nation. This article reveals the mechanism between institutions and innovation, analyzes the role of institution deciders, discuss the principles to be followed in designing institutions aiming at innovation and how to carry out these institutions. |
