中国福利性第三部门基础研究

在社会转型和行政管理模式变革的背景下,第三部门研究正成为一个热点和前沿课题。在社会福利领域,西方的新右派和福利多元主义也重新对第三部门的地位和作用给予了重视和关注,第三部门的发展壮大和功能健全也符合中国的“社会保障社会化”改革的政策取向,因此,第三部门在社会福利领域的功能研究在理论上和实践上都有重要意义。鉴于此,笔者将第三部门引入社会福利领域,提出了福利性第三部门。

The Basic Study of the Third Welfare Sector in China

Under the circumstances that the society is being in the transition period and administration management mode is being improved,the study of the third sector becomes a focus and forward subject.In the field of social welfare,new rightists in western countries and the plural doctrine of welfare have paid more and more attention to the position and function of the third sector again.To develop the third sector and strengthen its functions also accords with the policy orientation of " socializing social security " in China.Therefore,the research on the functions of the third sector in the field of social welfare is significant both practically and theoretically.In view of this,the third sector is introduced to the social welfare field by the author and a difinition of the third welfare sector is proposed.
