| 摘 要： | "德治"和"法治"二者是相辅相成,相互促进的.新时期在进行"依法治国"的同时强调"以德治国"有着重要的意义.我们一方面要正确对待传统的"德治",需对之进行"扬弃";另一方面,要认识到"以德治国"的主体是广大的人民群众和领导干部,道德建设需从之着手. |

| Abstract: | The"rule by morality"and the"rule by law"are of supplement and helping each other forward.It is very significant to emphasize the"rule by morality"when the"rule by law"is going on in this mew dayes .On the one hand ,we must deal with the"traditional rule by morality"correctly,and from which we should develop the useful and discard the useless.On the other hand,we should realize the main body of the"rule by moral"is the mass of people and leading cadre,and from which we should carry out the moral construct. |
