| 摘 要： | 国库集中支付制度是构建社会主义公共财政框架体系的重要内容,是预算执行制度的创新,有利于提高财政资金的使用效率。本文针对当前高校在实行国库集中支付过程中存在的实际问题,提出了相应的改革措施,确保国库集中支付制度改革在高校的顺利实施。

| Abstract: | The treasury concentration payment system is an important part of the construction of the socialistic public finance frumework system,is the innovation of the budget performance system, promotes the efficiency in the use of funds. Aimed at the practical problems existing in the course of practice, this paper puts forward the corresponding revolutionary measures to guarantee that the reform of the treasury concentration payment system can be conducted smoothly in colleges and universities. |
