| 摘 要： | 坚持最严格的耕地保护制度和实行最严格的节约用地制度,是十七届三中全会提出的我国农村土地管理的主要目标,为我国建设节约集约型社会、推动农村土地改革指明了方向.耕地保护和城乡建设用地毕竟都是一个复杂的社会问题,要真正使两个"严格"政策得到贯彻实施,还存在较大的困境,对其中的两个主要困境:耕地保护责任主体的缺位和有效的农村集体建设用地集约节约利用制度的缺失进行了剖析,并有针对性地提出了实现两个"严格"的对策措施,以期为我国农村土地管理制度改革提供参考. |
