| 摘 要： | 放松管制、引入竞争是垄断行业改革的基本路径.由于市场开放不充分、缺乏有效竞争的市场机制和持续的高垄断收益,说明中国垄断行业引入竞争改革还没有达到预定的目标,总体上是竞争不足.因此.促进铁路、邮政、民航等垄断行业的有效竞争成为进一步深化垄断行业改革的重点.促进垄断行业竞争的政策重点是,深化行政体制改革,实现政企分开,完善结构重组的配套政策.在自然垄断业务领域建立程序公正的激励性管制体制.

| Abstract: | Deregulation and improving competition are the main approaches in monopoly industry reform.The competition reform of China's monopoly industry has not obtained its goal,and the competition of monopoly industry is unworkable,so improving the competition is the main task in monopoly industry.The key point of the policy are to reform the administrative institution,enforce the effective reconstruction policy and establish the incentive regulation mechanism in natural monopoly fields. |
