| 摘 要： | 从权利属性考察农民金融发展权,其具有宪法基本权利属性。作为金融领域农民享有的基本权利,其权利体系包括金融借贷权、农业保险权、合作金融权,在农村金融法制建设上,应主要围绕农民金融发展权进行制度构建,制定并完善包括农村土地流转法、农业保险法和农村合作金融法等在内的各种农村金融法律制度。

| Abstract: | From the viewpoint of the right attribute, the financial development rights of farmer have the attribute of the constitutional fundamental rights. As a fundamental right of farmer in fi nancial sector, the right system includes the borrowing power; the insurance power and credit cooperative power which on account of demand for developing agricultural. Therefore, we would be in close connection with the development rights of farmer, building fi nancial law system, such as the rural land circulation system, agricultural insurance system and the rural fi nancial cooperation system and so on. |
