论可持续发展视角下的湖南生态环境法制建设

湖南生态环境现状令人堪忧。地方生态环境立法的不完善,以及立法与实务需求脱节是主因。结合湖南实际立足当前湖南生态环境的法制现状,统筹全省生态环境的总体布局,完善湖南生态环境地方立法并严格适用意义重大;提高公民爱护环境和遵守环境保护法律的自觉意识,探索公众参与环境法律制度建设是湖南生态环境法制建设的有效途径;加强生态环境法制建设发展的保障,实现全省经济、社会和生态环境的可持续协调发展是湖南生态环境法制建设的目标。

On Legal Construction of Ecological Environment in Hunan under Perspective Sustainable Development

The present situation of ecological environment of Hunan is worrying. The imperfection local ecological environment legislation and legislative gap in the demand and practice is the main reason. It should be combined with the current legal status of Hunan province, based on the ecological environment and the overall layout of the co-ordinate the province＇s ecological environment, and improve the ecological environment Hunan local legislation and strict application. It is proposed to enhance the care for the environment and promote civic consciousness to comply with environmental laws, and explore effective paths for public participation in environmental legal system construction. It strengthens the legal system to protect the ecological environment development of sustainable coordinate development of the provincial economy, society and ecological environment.
