我国环境非政府组织的发展对策

ENGO是英文Environmental Non-Governmental Organization的缩写,中文直译为环境非政府组织或环保非政府组织。经过十几年的发展,我国的ENGO在数量、规模、专业化等多个方面都有了长足发展,但也确实存在着发展历史短、资金缺乏、自身缺乏组织能力、号召力不强等客观问题。面对中国的社会转型和不断增长的环境压力,ENGO面临着重新定位和提高能力的挑战。为了促进我国ENGO的健康发展,使其成长为公民社会中更加坚强的主体力量,针对其在身份资格、财税行为和意识文化三个方面遭遇的制度困境提出具体对策。

Suggestions for the Development of Chinese ENGOs

The Environmental Non-Governmental Organizations（ENGO） is a kind of organization with non-governmental,non-beneficial、voluntary characters to be engaged in the environmenual protection public utility.Chinese ENGOs were emerging under a dual backgroud of the emerging of international NGOs and of the severe domestic environmental problems.They play an important while（unique） role in the area of environmental protection.The healthy development of ENGOs in the social society when China is facing her transferring stage means a lot to her environmental protection.This thesis looks into Chinese ENGOs institutional environment and tries to give some appropriate suggestions.
