| 摘 要： | 为保障公用事业民营化健康运行,政府必须承担相应的责任。政府在民营化中的责任主要体现在维护公共利益、建立监督机制、创造发展环境等方面。为促使政府更好地发挥作用,必须强化和完善政府责任。强化政府责任的路径主要有树立民本位理念,倡导公共利益导向,健全民营化的法律法规体系,完善公众参与机制。

| Abstract: | The government must undertake corresponding responsibility in order that the innovation of privatization can carry through smoothly.The governmental responsibility in privatization includes safeguarding public interests,establishing a monitoring mechanism,developing growth environment.We must strengthen and improve governmal responsibility in order to play the role of government better.Reinforcomg the governmental responsibility of the path includes establishing the concept of People-oriented and public interests,seting up the legal system of privatization,and ensuring extensive public participation in the mechanism. |
