| 摘 要： | 矿产资源的大开发，使榆林的社会面貌发生了翻天覆地的变化，但由此而引发的资源浪费、环境污染等一系列社会问题也同样令人关注，而法律的缺失和脱节是形成这些问题的主要原因。改变矿产资源的所有权、利益分配制度和建立长期有效的监督体制是解决这些矛盾的前提和基础。

| Abstract: | The social appearance has been changed a lot in Yulin since the great development of the mineral resources. Meanwhile, there are some problems as the waste of the resources, environment pollution. The main reason for it is the Iack of the related law. Changing the ownership of the mineral resources ,. changing the profit distribution system, and establishing and perfecting the management and Supervision System are the basis to solve the problems. |
