现阶段我国收入分配政策的缺陷与调整思路

政策作为推进改革开放的基本手段 ,在经济发展中具有重要的调控作用和导向作用。现阶段我国社会成员收入差距的扩大 ,从一个侧面反映了我国收入分配政策的不完善。由于政府政策偏好、政策缺位、政策乏力 ,造成了各利益主体发展机会不均等 ,市场竞争不公平 ,导致收入分配秩序混乱和社会成员收入差距的扩大。因此 ,在我国通过调整收入分配政策 ,增加社会公共消费支出 ,运用政策的制导作用 ,缩小社会成员收入差距的空间是存在的。

Limitations of Income Distribution Policies in China at Present and Their Modification

As a basic means of promoting reformation and opening, policy making plays an important role in regulation, control and guiding. At present income disparities in China are widening, a phenomenon that shows the imperfection of our income distribution policies. Preference of government policy-making and deficiency and weakness of policies have resulted in unequal opportunities for different interest groups, unfair market competition, disorderly income distribution and the widening of income disparities. The narrowing of the disparities, therefore, is possible if we regulate our income distribution policies and increase public nonproductive expenditure.
