| Abstract: | Citizen moral education and legal education should be integrated. In the process of improving human development and of implementing the strategy of governing the country by combining the rule of law with the rule of virtue, the integration is characterized by functional complements of heteronomy and autonomy, of punishment and incentive, of general and level requirement, and of realistic and ideal pursuit. |
