| 摘 要： | 为帮助欧盟成员国完成<京都议定书>的减排承诺,欧盟设计了温室气体排放交易机制.这一机制从2005年运行到现在,尽管有些不足和缺陷,但各项数据和资料表明欧盟排放交易机制在推进碳减排,提高企业能效,促进清洁发展机制和联合履行机制项目的发展,繁荣全球碳市场,带动低碳技术和低碳金融产业在全球的发展都起到了积极作用.因此欧盟排放交易机制也为各国探索建立排放交易机制提供了启示.

| Abstract: | To help the member states comply with their targets during the first Kyoto Commitment period,EU designed the Emissions Trading Scheme(ETS).Despite of some defects,it was still effective in many aspects.It promoted reducing overall carbon emissions,helped drive the shift to lower CO_2 emitting technologies,promoted the development of low-carbon projects through the Clean Development Mechanism(CDM) and Joint Implementation(JI) and provided experience and enlightenment for other countries. |
