| 摘 要： | 城市偏向指政府在投资取向、财政分配、价格制定、土地利用以及其他政策的制定上均有利于城市,在城市和农村之间不合理的向城市倾斜,我国存在严重的城市偏向问题,它极大地影响了城市化进程。纠正城市偏向应采取的举措为:政府应改变干部的政绩考核制度;给予农民和农村合理的信贷支持;完善土地征用制度和福利保障制度。

| Abstract: | City-favorable problem refers to the favorable conditions that urban areas occupied in investment orientation, pricing, land use as well as policy support. Due to such situations in our country, urbanization suffers great difficulties. Therefore, the paper suggests the following measures that should be taken: government ought to reform the performance evaluation system of political achievements, support rational credit loans for farmers and rural regions, and improve the system of land requisition and welfare security. |
