| 摘 要： | 资源枯竭型城市的界定是资源型城市产业转型与可持续发展规划与政策的基础。在相关研究归纳整理的基础上,提出资源枯竭型城市界定的年限和产量两基准数量标准,以此标准对辽宁省资源型城市进行界定和分类,并以辽宁资源枯竭型城市为例,从城市经济发展预警系统、政府城市治理政策制度化和政府治理政策选择三方面分析所提标准的政策涵义。

| Abstract: | The criterion for defining the resource-exhausted cities is the base of governments' projects and policies for resource-based cities' industrial transformation and sustainable development.After summarizing the relevant literature,the two benchmarks criterion with time limit and output for defining the resource-exhausted cities is proposed.The criterion is used to define and classify the resource-based cities in Liaoning province.Finally taking Liaoning province as the example,the policy implication of the criterion is analyzed from the perspective of early warning system of city's economical development,institutionalized governance policies for cities and policy choice of government's governance policies. |
