| 摘 要： | 优抚安置制度是国家对军人及其家属给予物质照顾和精神抚慰的一种制度。完善优抚安置对象合法权益保障体系,实现依法共享改革发展成果,有利于维护社会稳定,促进社会主义和谐社会的构建,同时也是推进社会主义法治国家建设、深化社会主义市场经济体制改革与全面建设小康社会、构建和谐社会的应有之义。为提高保障水平,应完善相应的法律、法规与政策;落实经费预算,健全资金自然增长机制;推进优抚安置服务保障工作社会化。
