| 摘 要： | 英国在武器装备采办竞争与规制中,积极推行私有化改革,建立竞争的产权基础;出台政策文件,专门阐释竞争政策;努力消除民用企业、中小企业参与武器装备采办竞争的障碍;对非竞争性采办实施激励性规制,复制市场竞争压力。这些做法对我国武器装备采办竞争与规制改革具有很大的启示。
