预科阶段少数民族贫困学生的困境与扶助探析

大学预科阶段的少敷民族贫困学生,是高校中一群特殊的群体,应该是贫困学生资助体系的重点扶助对象,然而,相对高校正规本科生而言,针对预科阶段贫困生的资助体系明显薄弱,社会关注度不够.在此,本文借助对北京邮电大学新疆班贫困学生的困境及原因的分析,探析国家当下高校扶助政策的盲区,提出国家应从立法上明确预科生的身份、地位,并从教育公平的角度改革和完善高等教育经费的筹措和拨款制度.拓宽对预科阶段贫困生的资助渠道;社会应从爱心的角度构建捐助系统;高校应从人文关怀的角度,承担起资助的首要责任.最终形成国家、社会、学校的三方合力,切实有力地帮扶这些处于深度贫困的少数民族学生.
