民国时期甘肃自然灾害的治理及其局限

防灾救灾工作是一项长期而系统的政府行为与社会工程.民国时期,甘肃自然灾害频繁,危害惨重.国民政府采取诸如发放赈济粮、款、以工代赈、修渠建库、植树造林、建立居养设施、防疫治病、仓储积谷等赈济灾民的救治措施,加上民间慈善团体、教会和传教士的治灾救荒,积累了一些有益的经验.但是成效并不显著,也未能达到稳定社会秩序,恢复和发展生产的目的.其局限性在于未能建立防灾救灾的基本制度;科学知识极端缺乏,借助科学技术防止与抵御自然灾害的能力严重不足;未能建立相应的社会救助体系;农业生产水平十分低下,群众性生产自救能力弱.
