黑龙江老区发展与全面建设对策探析

中国老区是指土地革命和抗战时期在中国共产党领导下创建的革命根据地。长期以来,老区发展,老区滞后,贫困程度深,返贫问题突出,经济基础薄弱,科技文化落后,影响了全面奔小康的目标。要把老区建设作为工作重点之一,采取加强基础设施建设和环境建设,加大财政投入,减少老区农业税费,促进老区社会事业发展,改造农业传统产业,发展特色产业,组织老区农民进城打工,加大政府机关帮扶力度等措施是促进老区发展的重要手段。

Countermeasures to Development and Construction in Heilongjiang Old Liberated Regions

The old liberated regions in China are revolutionary bases founded under the leading of Chinese Communist Praty during the land revolution and War of Resistance against Japan.There are some problems so that development of them fall behind,degree of poverty is deep,economic base is faint and science and technology fall behind,which affect the aim of going to the Xiao-kang life.We should see constructing the old liberated regions as working emphasis,by reinforcing construction of base facilities and environment,enlarging financial invest and lolsing agriculture tax of the old liberated regions,improving development of social cause in the old liberated regions,transforming traditional agriculture industry and developing characteristic industry,organizing peasants to work in the city and increasing the help of government,and so on,which are important methods of developing the old liberated regions.
