农村土地确权颁证工作的现状梳理与主要难点问题分析

摘要：开展农村土地确权颁证工作，关系着农民个人的切身利益与农村社会的和谐稳定。2013年中央1号文件指出“用5年时 间基本完成农村土地承包经营权确权登记颁证工作”。基于此，以福建省为例，通过对省内农村土地确权登记颁证工作的调 研，梳理了目前福建省确权工作的现状，分析了工作中存在的主要难点问题有：农民集体所有权性质和主体不清晰；土地基本 信息不全；人地矛盾复杂；土地用途发生变化等，并就此结合相关法律与政策规定，提出相应的建议与对策

Review andAnalysis on Current Situation of Rural Land Ownership Determination and Certification and Its Major Problems: Taking Fujian Province as an Example

Abstract: Rural land ownership determination and certification has a decisive bearing on the immediate interests of the farmers and the harmony and stability of rural community. The No.1 Decree issued by the CPC Central Committee in 2013 set out that the ownership registration and certification of contracted rural land-use rights would be basically completed in five years. As such, by investigation on rural land ownership determination, registration and Certification in Fujian Province, this thesis reviews the current situation of rural land ownership determination and analyzes the major problems in the work: nature and subject of Farmers'' Collective Ownership are not definitely clear; the basic information on land is incomplete; the contradictions between man and land are complex; the purposes of the land are changing, etc. This thesis puts forward the corresponding suggestions and measures on the basis of relevant laws and policies.
