精准扶贫与国家减贫治理体系现代化

从历史的长时段视角来看,“精准扶贫”是中国国家减贫治理体系因应新时期减贫形势变动和打赢脱贫攻坚战的“时代呼唤”所做出的战略调整,也是国家减贫治理体系现代化和治理能力提升的过程。其突出特点在于以“减贫大数据”为基础,综合运用政府、市场、社会三种机制、三种资源,将政治优势和制度优势的发挥与全面深化改革相结合,系统性地改善贫困地区、贫困社区和贫困人口的内生发展动能。十八大以来,在习近平扶贫开发战略思想的指引下,以精准扶贫、精准脱贫为基本方略,国家减贫治理体系经历着密集的调整,在信息汲取能力、政治保障和制度保障能力、综合回应能力、资源动员能力以及政策执行能力等诸方面都有显著提升。在未来的脱贫攻坚实践和共同富裕征程中,中国国家减贫治理体系将不断完善,现代化水平持续提升。

Taking targeted measures in poverty alleviation and the modernization of national poverty alleviation system

Fromthe long-term historical perspective,"to take targeted measures in poverty alleviation" is in echo of the "times call", which means the national poverty alleviation and governance systemshould make strategic adjustmentin response to the new era of poverty alleviation situation and win the fight against poverty, but also the process of the modernization of the national poverty alleviationand governance system and the improvement of governance capacity. Its outstanding feature is based on the "large data of poverty alleviation", the comprehensive use three mechanisms or three kinds of resources, which are the government, market and social, to exert the advantages of politics and institutions and combined with the comprehensively deepening reform, systematically improve the endogenous development momentum of poor areas, poor communities and poor people. Since the 18th National Congress of the Communist Party of China (CPC), under the guidance of Xi Jinping''s strategy of poverty alleviation and development,the national poverty alleviation and governance system has undergone intensive adjustmentin the terms of the ability of information extraction, political security and institutional support, integrated responsiveness, resource mobilization, and policy enforcement and other aspects have significantly improved. In the future journey of poverty alleviation practice and common prosperity, China''s national poverty alleviation and governance system will continue to improve and the level of modernization will continue to promote.
