摘    要:在北京市实施山区生态林补偿政策过程中,对管理人员和生态林管护员的绩效考核尚无统一标准,各区县制定的考核标准在全面性和科学性上尚存在诸多问题。本文在借鉴企业管理绩效考核常用方法——平衡记分卡方法的基础上,从学习与发展、内部管理、环境3个角度,综合管理层和农户层的各级特点,初步构建了北京市山区生态林管护工作的绩效考核体系,进一步完善了山区生态林管护的绩效考核制度。

Abstract:There is not an uniform standard in performance appraisal of the managers and maintenance of ecological forests in Beijing mountain areas. Many problems still exist in the local assessment standards in the comprehensive and scientific aspects. Using for reference of enterprise management performance evaluation method — balanced scorecard method, this study made use of the characteristics of management and farmers, and built performance appraisal of the management and maintenance of ecological forests in Beijing mountain areas.
