摘    要:对意识形态的控制是一国政府的"执政资源",开放条件下不同意识形态的竞争更加隐蔽。西方发达国家高效施行的控制体系强化了本国民众的价值认同与民意支持,所推行的价值理念亦成为国家软实力的重要组成部分,是发挥国际权力、强化国家利益的一项利器。西方国家在意识形态领域的攻防战略与战术策略对中国提升本土价值的现代感召力与国际影响力具有重要的借鉴意义,主动学习,促进本土理念的现代化、积极提升中国价值的国际化是中国发展的一个可行路径。

Abstract:Controlling ideology is an important administrative resource for any governments,and competitions on ideology tend to be more concealed and tense under the open circumstance.The western developed countries have implemented effective ideological control system which has strengthened their people’s value identity and public support.Also,western values have become an important component of the nation’s "soft power",and a "sharp weapon" as well to exert global influence and consolidate national interests.The western countries’ offensive and defensive strategic planning and applicative tactics are of great significance to China,it is necessary to promote the value of the Chinese spirits value and upgrade its modern charisma and international influence.By internal constructive learning and external positive exportation provide a feasible approach for China to change actively.
