关于社会主义管理模式嬗变的逻辑解析

发轫于上世纪80年代以来的社会主义国家管理变革至今尚未结成某种统一模式,但各国的实践走向却带有鲜明的共性,这种共性渗透于管理模式的诸要素之中,最终凝练为管理理性的回归与建构。由国家管理的技术视角出发,管理理念的重塑(由意识形态附庸到现实情境产物)构成了社会主义国家管理模式嬗变的逻辑主线,而管理系统的升级(由平面式管理到立体式管理)与管理战略的创新(由半目标管理到人本管理)则是这条线上最重要的节点。对社会主义各国而言,执政党的合理定位及管理变革与民意的契合将极大左右管理变革的成败。

The Logic Analysis of Socialist Management Transmutation

The socialist management revolution beginning in the 1980s has not formed a unified model yet, but the practice in different countries has something in common, and this commonality is rooted in ele- ments of management mode. The casting of management idea from ideological captive to product of reality con- stitutes the logical line of socialist management revolution, while upgrade of management system （from plane mode to cubic mode ） and innovation of management strategy （from semi-target management to humanistic management） are the most important point on the line. For socialist countries, the ruling parties＇ rational posi- tioning of themselves and the correspondence of management reform to public opinion have great effect on the success of the reform.
