Abstract:The Key to the reform of cadre-administration system is to solve the problem that the cadres can only be promoted but not be demoted. Since the founding of New China, esp. in the past 20 years, our Party and the central Governments have done a lot in solving the problem, from which we have accumulated some precious experience and at the same time learned some lessons. Therefore, it is significant to review the past, analyze the reasons and find out countermeasures.
