Research on social welfare rights based on civil rights philosophy

With the rising social welfare consciousness, social welfare rights committee has been much concerned about as a new way of protecting human rights. As China＇ s social welfare system is still imperfect, to which direction social welfare system will develop must be influenced by the concept of social welfare rights. This paper, starting from social welfare and social welfare rights and with reference to the concept of civil rights, reexamines the guiding significance of civil rights theory to the construction of social welfare rights. Moreover, based on the actual situation of our country, the paper concludes that at the present stage moderate pratt ＆whitney type society welfare system shall be implemented, as only with it can citizens＇ social welfare rights be better protected. Lastly, the paper analyzes the bottleneck in such a system with its solutions.
