论外层空间军备控制权力建构的实质

On Essence of Constructing Arms Control Power in Outer Space

Arms control in outer space is facing the dilemma between military utilization and anti-militarization of outer space,security functions of space technology and anti-arms race when international society.To get through the dilemma,arms control in outer space should be promoted by exactly grasping the essence of construction of powers of arms control in outer space and comprehensively utilizing the interactions between various types of powers.To achieve win-win effect in national security and international security,an agreement is to be achieved about the arms control in outer space by exerting the socially construction role of multiple powers such as compulsory power,institutional power,structural power and productive power.
