| Abstract: | Today,when "science and technology is the first productive force" and when high technology is developing rapidly,it has become an urgent issue as to how to train qualified personnel.The article expounds the necessary qualities that those people should possess and the dialectical relationship between the two.The article also explores the significance in such aspects as selecting,educating,training,managing and assigning the qualified personnel. |
