摘    要:在“科学技术是第一生产力”的高科技迅猛发展时代,如何造就优秀人才,是当今社会的一个重要课题。论述了优秀人才应该具备的基本素质以及它们之间的辩证关系,简述了对人才的选拔、教育、培养、管理及任用等各方面的重要意义。

Abstract:Today,when "science and technology is the first productive force" and when high technology is developing rapidly,it has become an urgent issue as to how to train qualified personnel.The article expounds the necessary qualities that those people should possess and the dialectical relationship between the two.The article also explores the significance in such aspects as selecting,educating,training,managing and assigning the qualified personnel.
