退耕还林中期阶段的努力分配与补贴方式选择

通过建立利益分配的委托——代理模型,证明了退耕还林工程中期阶段的补贴方式与努力分配的关系。将退耕还林工程视为一个合作生产过程,推演并证明了不同主体对于补贴方式选择的偏好,明确了工程中期阶段的最优补贴方式以及影响最优努力的条件。提出了建立活立木市场、推行生态购买、加强生态环境宣传等公共政策建议,以期提高退耕还林工程的实施效率。

Distribution of the Effort and Selection of the Subsidy Way During the Mid-term of the Cropland Conversion

Through principal-agent models of profit distributions, this paper deduces the relationship of the subsidy way and effect distribution in the mid-term of the cropland conversion. Treating the cropland conversion program as a cooperative production progress, it proves that different subject has different preference to the subsidy way, and suggests the best subsidy way during the mid-term of the ecological program, and conditions which influence the best effort. It also proposes a serial of public policies, such as instituting live lot market, developing ecological purchase, and advocating the ecological notice, in the hope that they can be used to improve ecological efficiency of the program.
