| 摘 要： | 信访权是有中国特色的，最传统、最贴近民生的一项公民权利。信访权具有与其它各项宪法权利不同的价值和功能，是其它宪法权利无法涵盖的。只有将信访权上升为宪法权利，在宪政视野下架构信访制度，才能使信访的价值和功能得到真正实现。
