| 摘 要： | 高等教育拨款制度对高等学校的改革和发展具有导向作用。我国现行拨款制度不利于高等学校提高资源利用效率。我国应在拨款公式中增加效率因素 ,并适当加大其比重 ,实行基于公平目标、效率目标、效益目标和政策目标的多重目标合理组合的拨款标准 ,形成有利于效率提高的拨款制度

| Abstract: | The funds appropriation system has directive role to the refom and development of colleges and universities.The current funds appropriation system fails to help colleges and universities improve their efficiency of using resources In order to produce the motivation and enthusiasm to improve efficiency among colleges and universities,a multi objective rational combination of funds appropriation should be adopted,where effciency factors in appropriating funds must be increased and their proportions are appropriately to be on the rise |
