高等农业院校国家助学贷款研究——以杨凌示范区为例

以国家惟一的农业高新产业示范区杨凌为例，研究高等农业院校国家助学贷款问题。结果表明，杨凌区高等农业院校国家助学贷款存在的问题是贷款名额较少，银行恐贷惜贷、学生惜借，贷款政策缺乏灵活性，政策理解不一致，违约率高。产生问题的原因在于：高等农业院校毕业生收入预期低，学校催贷难度大，政府对助学贷款的行政干预及学生信用意识较差。在此基础上，笔者提出了相应的政策建议。
