| 摘 要： | 招标文件的科学性和全面性是判别合理低价中标的基础,改革工程造价计价模式为低价中标合理性判别创造条件,依法评标将实现合理低价中标的可操作性。招标代理机构的地位和作用为合理低价中标提供了规范化、专业化的招投标行为方式,而询标在衡量合理低价中具有矫正作用。

| Abstract: | The inviting-bid document worked out scientifically and all-roundly is the foundation of being reasonably chosen for low-price biding. While the innovation of calculating construction-cost pattern provides the conditions for being reasonably chosen for low-price biding, judging the mark according to the law makes it operable. And the inviting-bid deputy acts as the person who brings about a standard, specialized bidding action. As for consulting bidding, it can act as a rectification for measure the chosen low-price. |
