论宋代的廉政思想及其历史启示

宋代司法官员既继承了前代重视廉政的传统,又适应社会变革的要求,形成了富有时代特色的廉政思想。一是在选用官吏时将清廉与否作为重要标准;二是提倡节俭生活以"节用养廉";三是秉公执法,不徇私情;四是奖廉和惩贪并举,以促进吏治的清明。

The Idiology of Honest and Clean Govemment in Song Dynasty and Its Enlightment

Judicial officials in Song Dynasty not only carried forward the previous tradition to highlight the honest and clean government but also met the demand of the changing society to develop the idology full of age characteristics.The idology is embodied by four measures:topping the first is that incorruptness is an important critera to choose and appoint officials;the second is to advocate thrifty life;the next involves enforcement of law with justice;the last comes to rewards of incorruptness and punishment of corruption.As one part of Chinese traditional legal culture of honest and clean government,the idiology is worth learning as a reference for the current project to build the honest and clean government.
