| 摘 要： | 西方国家的公共安全管理开始于第一次世界大战,作为一种体系形成于20世纪六七十年代。民防在这一过程中起了重要作用。英国、澳大利亚、新西兰和美国的实践表明,民防使政府公权开始制度化地用于对人民群众的安全保护,不仅唤醒了全社会的公共安全意识,而且还为公共安全管理奠定了制度、组织、干部和物质基础。

| Abstract: | The public safty management in the Western started in the world war Ⅰ and matured in 1960s to 1970 s.The Civil Defense played an important role in the process.The Civil Defense in UK,Australia,New Zealand and USA aroused the people's consciousness of public safety,impelled the government's power to systematically protect the people's security,and laid the foundation for system,structure,cadre and material. |
