| 摘 要： | 国际上对高等教育质量的关注,引发了全面质量管理理论在高等教育中的移植和应用;全面质量管理理论的思想观念、程序方法对构建高等学校教学质量保证体系具有若干有价值的启示;构建教学质量保证体系必须进行全员化的质量教育,集成系统化的质量信息,建立文件化的质量标准,确立规范化的质量责任.

| Abstract: | The international concern over the quality of higher education has led to the transplantation and employment of the overall quality control theory in higher education. The concept and procedures of the overall quality control theory have some valuable revelation towards the construction of the quality guarantee system at institutions of higher learning. In constructing the system, all staff should be educated on quality, systematic quality information be integrated, filed quality standards be set up, and standardized quality responsibility be established. |
